If you have any issues with the app, these steps can fix it: Restart the Spotify app; Log out and back in; Make sure the app is up-to-date; Check it’s not in Offline mode in settings. But, for items you've downloaded, you can play them even if you're offline, and playing them won't take any of your mobile data. Open Spotify, and select Your Library at the bottom. Look through your playlists for an item you've downloaded; they will have an arrow pointing down in a circle next to them.

You’ll now see a progress icon right beneath the song you’ve got on the playlist. This will get the song from the cloud to your Spotify app. That’s about it. When you add more songs to this playlist, they get synced. And I've successfully played offline songs from my Playlist many times in the past. Yet, this morning even though my Spotify app was connected to my phone many or even most of my songs would not show as having ever been downloaded, nor would they play offline. So, I tried uninstalling Spotify and then reinstalling it. All of them are marked to play offline and all are downloaded but when I go into spotify and I am offline only 18 songs show up and are able to play. Most of my playlists state that the playlist content is empty. When I go online they are all there and play without a problem.
